Abstract
This article discusses the Canada-United States border with respect to the motor carrier industry and the problems encountered with the movement of goods across the border. Security concerns and various post-9/11 security regulations have caused traffic bottlenecks and delays that drive up costs and result in lost business opportunities, offsetting many of the benefits derived from the North American Free Trade Agreement (NAFTA). Some of the NAFTA benefits and first steps toward uniform transportation policies are presented, followed by a discussion of hours-of-service, a policy lacking in uniformity and a major concern for the cross-border trucking industry. A joint declaration issued by the Canadian and U.S. governments in February, 2011, called Beyond the Border: A Shared Vision for Perimeter Security and Economic Competitiveness identified four areas of cooperation, and examples of the issues still to be resolved are given.
