Abstract
This article described the implementation of a new parking payment system in Calgary, in the province of Alberta, Canada. The Calgary Parking Authority (CPA) implemented a number of parallel systems to accommodate its various customers. These include on-street payment or in garages, pay-by-cell phone, and kiosk payment. In implementing the new technology, CPA operators employed new hardware and software rather than slowly introducing new components to the existing system. The system also incorporates new enforcement capabilities that use a mobile license plate recognition system to ensure vehicles are in compliance. Within three months of implementation, CPA found that, with 30 percent of the downtown area being converted to the new system, $73,187 was saved through pay-by-cell phone, with 23 percent of customers paying in this manner. It was also found that, on average, block parking capacity has been raised by about 20 percent.
