Abstract
C’est un plaisir pour moi que d’apporter ma contribution aux Melanges en l’honneur du juriste Edward McWhinney que j’ai eu l’occasion de connaitre et d’apprecier durant sa carriere universitaire et sa vie politique. C’est a travers ses travaux de constitutionnaliste que j’ai d’abord decouvert le professeur McWhinney et que j’ai constate l’interet qu’il manifestait pour la question nationale au Quebec. Son essai sur le Quebec et la constitution1 avait revele une excellente comprehension des realites politiques du Quebec et de ses revendications constitutionnelles. Ses travaux d’internationaliste, et notamment ceux qu’il a consacres au droit a l’autodetermination des peoples,2 ont egalement
