Abstract
La métropolisation de l’économie contemporaine repose le problème des régions périphériques. Le renforcement croissant des liens entre les métropoles s’accompagne souvent d’un découplage entre la métropole et son hinterland. Depuis 25 ans, en France comme au Québec, le rôle de l’état dans l’aménagement du territoire a décliné, l’initiative passant aux régions et aux collectivités locales. L’état ne se reconnait plus les moyens et la légitimité d’une action directrice. Cet article examine quelques pistes à suivre pour éviter que s’étendent les territoires d’exclusion. La construction de milieux innovateurs, d’actifs relationnels, de réseaux de compétition-coopération ne sauraient exclure le jeu des nécessaires solidarités aux territoires non compétitifs.
