El cooperativismo en Madrid. Situación presente y perspectivas legislativas

Abstract
En el periodo 1996-2009 se han constituido 2.112 cooperativas, de las cuales 1.087 son de viviendas y 916 de trabajo asociado. En las cifras de trabajo asociado se observa la incidencia que tuvo la Ley de Sociedades Laborales de 1997 que permitió crear sociedades limitadas laborales, efecto levemente neutralizado por la rebaja de 5 a 3 en el número mínimo de socios según la ley madrileña. Ha habido una preferencia mayoritaria por el modelo de sociedad laboral frente al modelo cooperativo. En contra del modelo cooperativo ha incidido la dispersión normativa con quince leyes autonómicas y una nacional. Sería conveniente una legislación cooperativa más sencilla. La acomodación de las sociedades laborales a la nueva Ley de Economía Social requeriría la reforma de la Ley de Sociedades Laborales. La experiencia acumulada y los nuevos problemas hacen necesaria la modificación de la Ley. Recibido: 17.05.11 Aceptado: 28.06.11
