Business regulation of itself through private associations and public agencies is strengthened and legitimised by state approval. Broad standards and one-off decision-making are a feature of corporatism. They advantage participants and disadvantage non-participants. These were also common in stock exchange regulation.They have been continued by Toronto Stock Exchange board members and the business representatives on the Ontario Securities Commission at the centre of this corporatist network. The corporatism is unstable because of conflict not mediated in its present form between federal and provincial governments and with retail shareholders and their representatives and because of its poor fit with public law principles relating to impartial decision-making and accountability
