Abstract
This Commentary examines the concept of social to operate. After tracing briefly its history, it seeks to show the dangers in thinking of something like social licence as an additional requirement on project developers. The concept can pose threats to the rule of law and to interests protected by the rule of law, including Indigenous rights.
