Abstract
En novembre 2002, le gouvernement du Québec a décidé de mettre en œuvre une nouvelle politique d’aménagement et de gestion des eaux. Cette politique repose largement sur la mise en place d’Organisations de Bassins Versants (OBV). Celles-ci doivent mettre en œuvre des plans directeurs puis des contrats dans les bassins qu’elles représentent. Cependant, ces institutions dépendent pour beaucoup du bon vouloir du gouvernement provincial. En effet, l’instauration d’une redevance (pollution et consommation) dont le produit serait reversé aux OBV se fait attendre depuis la victoire des libéraux en 2003. Outre les facteurs politiques et budgétaires, le gouvernement provincial s’inquiète de la montée en puissance des organismes d’échelon intermédiaire tels que les OBV.
