Abstract
La actualidad de la Unión Europea parece determinada únicamente por cuestiones económicas tan candentes como la debilidad del euro frente al dólar o las subidas del precio del petróleo. Ello hace que pasen relativamente a segundo plano debates de mucho más calado político. Tales son el controvertido tema de la reforma de las instituciones comunitarias en la perspectiva de la ampliación de la Unión Europea a los países del centro y este de Europa, o el lento y laborioso proceso de elaboración de la Carta de Derechos Fundamentales de la UE, presupuestos necesarios e ineludibles para poder llegar en el futuro a una Constitución Europea. En este artículo se estudia la situación de ambas cuestiones a la altura del verano de 2000 y se reflexiona sobre las perspectivas de avance en uno y otro ámbito.
