Abstract
The goal of this paper is to fill a lacuna in the existing literature by bringing into focus the questions raised by the process of divestiture of small ports, questions that relate not only to the maintenance of port activities but also to the ability of the new agencies to carry out their new responsibilities. The paper is based on the results of research involving two case studies: Canada where the devolution process is largely complete, and France where the process is underway. From these cases the paper revisit the models of port governance and offer modifications that incorporate the issues of public port governance in an environment of devolution.
