Abstract
Evenement fondateur de notre Revolution tranquille, la creation du ministere de l’Education, le 13 mai 1964, affirmait la volonte politique de l’Etat quebecois de prendre en charge l’education au nom de l’interet public. Si les liberaux de Jean Lesage ont permis d’enclencher ce qui etait alors un veritable projet de societe, la reforme s’est poursuivie et certaines de ses pieces essentielles ont ete mises en place sous la gouverne de l’Union nationale de Daniel Johnson et Jean-Jacques Bertrand. Malgre quelques erreurs de parcours qui ont fait des jeunes d’une generation les victimes d’experiences pedagogiques prematurees, le bilan du ministere de l’Education est largement positif en ce qui concerne les objectifs de modernisation et de democratisation du systeme d’education. Le succes est loin d’etre entierement satisfaisant, toutefois, et le defi du decrochage et de l’accessibilite a la reussite se pose encore a un degre trop marque. Aujourd’hui, la volonte politique est de nouveau sollicitee par la necessite d’assurer a tous un enseignement public de qualite et l’accessibilite a la reussite – pour chacune et chacun et pour le Quebec dans son ensemble. THE FIRST YEARS OF THE MINISTERE DE L’EDUCATION – AND THE YEARS TO COME The creation of the Ministere de l’Education, on May 13, 1964, was the founding event of Quebec’s Quiet Revolution. It was an affirmation of the Quebec state’s political will to take charge of public education in the name of the public interest. If the initiative of this societal project was taken by the Liberal government of Jean Lesage, the momentum of reforms was maintained under the Union nationale governments of Daniel Johnson and Jean-Jacques Bertrand, during which many of the key elements of the system were established. In spite of problems caused by a few hasty and ill-conceived pedagogical initiatives, the balance sheet of the ministere de l’Education is largely positive, notably with regards to the modernization and the democratization of the educational system. Success is far from total, however, as high drop-out rates and uneven access to educational achievement still represent major challenges. Today, political courage is still needed to ensure universal access to quality public education and a chance for all to achieve their full potential – for the benefit of each child and that of Quebec as a whole.
