ISEE-388 Introduction: An Arctic Council initiative announced in the Iqaluit Declaration (1998) focused on the collection and analysis of biophysical and psychosocial indicator data for children and youth in the eight Arctic countries (Alaska/USA, Canada, Finland, Greenland/Denmark, Iceland, Norway, Russia, Sweden). The draft report on the findings was presented to Ministers at their biennial meeting in November 2004 with a view to identifying areas for policy development that would improve the health and well-being of Arctic children and youth. Methods: An expert group, through a series of international meetings, identified and reduced the list of biophysical and psychosocial indicators for children and youth to sixteen. Canada organized the collection and led the analyses of the data with cooperation from the member nations. It tabled a preliminary report in 2001 with 10 policy and scientific conclusions and a draft final report in 2004. Results: Data quality issues (variable definitions and reporting compliance among countries for behavioural indicators such as smoking, substance abuse and breast-feeding) led to major challenges in comparing country data. Small Arctic population sample sizes made regional comparisons and gender and age stratification difficult. Limited data for Russia, nationally and in the northern regions, left the overall Arctic picture incomplete. Large differences were observed between Arctic populations in Canada and Alaska versus the other countries with respect to population youthfulness, breast-feeding rates, incidence of low birth weight, pre-term birth rates, suicides, and unintentional injuries. Other differences in indicator outcomes varied among the regional populations for which data existed and could be compared. Conclusion: There have been significant improvements in the health status of children and youth in many regions of the Arctic. Although it is not useful to over-emphasize the health status disparities between countries, nor should the differences be ignored. There is an urgent need to improve data quality so that future reports on circumpolar populations and policy options for addressing disparities are based on more complete data of known high quality.
