With the high petroleum commodity prices in recent years, activity and investment levels in this sector have increased dramatically and are forecast to increase even more in the foreseeable future. New and innovative technology is moving rapidly from the laboratories to field implementation to increase recovery rates, improve operational efficiencies and reduce costs.This paper presents a brief overview of the current regulatory process for the in situ thermal bitumen recovery sector. There is a discussion on the major regulatory issues associated with the in situ bitumen recovery projects. A summary of the bitumen reserve statistics and production forecasts, broken down to the recovery technologies, is also provided.IntroductionBitumen exploration and exploitation are important and growing components of Alberta's petroleum resource development strategy. The combination of massive resource potential, new technology and significant investments to exploit the bitumen and heavy oil resources is drawing world-wide attention to Alberta.There are two main operational processes for recovering bitumen: surface mining and in situ recovery technologies. This paper focuses on the in situ processes, although certain references and statistics are provided on mining of bitumen for comparative purposes.DiscussionOverview of the Alberta Energy and Utilities BoardThe Alberta Energy and Utilities Board (EUB) is an independent, quasi-judicial agency of the Government of Alberta. The mission of the EUB is to ensure that the discovery, development, and delivery of Alberta's energy resources and utilities services take place in a manner that is fair, responsible, and in the public interest. The EUB regulates the safe, responsible, and efficient development of Alberta's energy resources: oil, natural gas, oil sands, coal, electrical energy and the pipelines and transmission lines to move the resources to market.The EUB is established under the Alberta Energy and Utilities Board Act and associated regulations. The EUB was created, effective February 15, 1995, by the amalgamation of the Energy Resources Conservation Board and the Public Utilities Board. Effective April 1, 1996, the Alberta Geological Survey became part of the Alberta Energy and Utilities Board.The EUB has approximately 800 employees located in the Calgary head office and eleven field and sub-offices. The EUB has an annual budget in the order of C$120 million. It is funded through a levy and assessment on oil, gas and energy production from industry, a provincial government grant, and fees for information and certain other services.Oil Sands AreasThe EUB has defined three Oil Sands Areas (OSA) in Alberta: the Athabasca, Cold Lake and Peace River OSAs (refer to Figure 1). Operations and reserve allocations are assigned by the EUB to each of the OSAs, as discussed in this paper.
