Résumé
Noted contemporary issues of implementation of the Kyoto Protocol points in the world. Compared to EU requirements on reducing hazardous emissions, and reduce the actual emissions in the past 20 years. The reasons of ineffectiveness of individual provisions of the Kyoto Protocol and its flexible mechanisms ( pollution trading, joint implementation projects, the mechanisms of clean development), which to some extent indirectly contributed to the inefficient of its proceedings. Defined the problem of existence of the Kyoto Protocol through the official exit from the contract the USA, China, India, Japan, Russia and Canada, the new commitment period under the agreement to participate does not intend to. However, it is clear that the signature could not be a real tool for reducing greenhouse gas emissions. Causes of ineffectiveness of the Kyoto Protocol deeper and solutions that eliminate lies in different planes. The main prospects for the continuation of the Kyoto Protocol and the fundamental need to change the ideological course of the world due to the need to continue the course of sustainable development. Therefore, this strategy cannot be determined based on the traditional human concepts, stereotypes, it requires the development of new scientific approaches that meet not only current realities, but the prospects for the proposed development. Stated that the community understands and embodies the principles of sustainable development only on a rather high level of development of productive forces and production relations. It was determined that the group of first world countries, the leaders of the modern world of progress, bided according to their own interests the idea of sustainable development, without alternative options for social and economic development. The transition to sustainable development model is related primarily to the degree of economic strength of the state, the reliability of its reproducible patterns, possibilities of forming high and stable domestic consumption and accumulation funds for economic and natural reproduction. Practical implementation of the sustainable development model is to intensify investment and innovation. Therefore, first world countries and are in serious economic, political and social conditions too difficult, if not practically possible to change commodity-oriented economy to innovation, which is at the level of complex and requires knowledge intensive explored. Especially implementation of the concept of sustainable development does not guarantee the rapid growth of the welfare of people instead requires hard work and consolidates the efforts of policy makers, managers, scientists and all progressive people of the state.
