The development of the Hibernia offshore oilWeld was one of the largest construction projects in Canadian history.It required expenditures of over Wve billion dollars and was of great signiWcance to the economy of Canada and, in particular, Newfoundland and Labrador.Work developing the Bull Arm construction site, 140 kilometres west of St. John's, started in late 1990.This was where the massive concrete base of the production platform and some of the modules and assemblies for the topsides (the drilling, processing, and accommodations complex that sits on the base) were built, and where the topsides were assembled and mated with the base.The project employed, at peak, nearly 7,000 people, most of them at the construction site.Work at the site ended in the summer of 1997, with the platform being towed out to the oilWeld shortly after.The project would not have proceeded but for major Wnancial support by the federal and provincial governments.The former committed to pay 25 percent of the construction costs to a total of $1.04 billion and provide loan guarantees for 40 percent of these costs to a maximum of $1.66 billion.The main motivation for this was spelled out by the senior federal representative at the 1990 signing ceremony: "The signiWcant Wnancial commitment by the federal government to make Hibernia happen is a clear demonstration of our determination to overcome regional disparities in Atlantic Canada."Given the size of the project and the levels of government involvement, it is not surprising that the project was used as a test-bed for initiatives in the area of public policy.These included training, hiring, accommodation, and other policies and programs designed to encourage the employment of women in both traditional and male-dominated occupations at the construction site.However, the project was a very challenging environment for such initiatives, bringing together, as it did, the cultures of the oil and construction industries.
