This white paper is aimed at people who want to understand the challenges and opportunities related to the digital transformation of diplomas, academic certificates, qualifications on skills and competences and open recognition (open badges, micro-credentials). Designed as an accessible introduction, it offers a global view of the subject, exploring its various dimensions: practical, legal, informatical and organisational.At a time where the IT transition is being disrupted by generative artificial intelligence, this white paper explains how to build citizens’ trust in the authenticity of certificates issued and their circulation in European and sovereign digital infrastructures, while putting it at the centre of its data management.With more than 80,000 digital certificates of diploma success since 2021, consulted more than 250,000 times in 160 countries, this white paper enables the University of Lille to respond to numerous requests, in the service of professional mobility and the development of skills, at regional, national, European and international levels. It contributes to the work of Measure 3 of the COREALE (Committee for Student Success and Institutional Agility) of the Directorate-General for Higher Education and Employability “Clarifying the regulatory procedures and experimenting with the technical solutions for setting up a national/European digital diploma”.It addresses questions related to the application of different regulations in different countries, changes in certain mentions or formats, adoption of international IT standards including the integration of innovative technologies, management of personal and professional data.This experience is also a demonstrator for other types of official attestations that can be found within the portfolios (EUDI Wallets) with the entry into force of the European eIDAS v2 regulation. The development of a digital identity and trusted services recognised in all Member States is one of the priorities of the European Union. The aim is to make it available to all European citizens by 2030.This guide proposes an approach to understanding the tools and standards that support the digitalisation of identity and academic and competence certificates in France and Europe; identify the actors involved and their roles in this transformation process; better understand the challenges, challenges and opportunities related to this strategic topic.Finally, it is designed to accompany the European Commission’s recommendations with the “Compass to regain competitiveness and ensure sustainable prosperity”, linked to Open Science and Open Education, the European Pillar of Social Rights, to enrich and modernise training provision to ensure a good match between skills and labour market demands, aiming to build a skills union focused on investment, adult and lifelong learning, the creation of future-proof skills, skills retention, fair mobility, attracting and integrating skilled talent from outside the EU and recognising different types of training to enable people to work across the EU.
