A proposal to change from New Public Management (UK) to New Public Service (US) after the BREXIT

Abstract: Withdrawal Agreement concluded between the European Union and the United Kingdom opened space to change from the English model of Public Administration management to the American model in order to avoid the growth of communism via authoritarian governments. According to several scholars, the New Public Management - NPM, English model, has an emphasis on management by results and performance assessment, using quantitative indicators to measure the efficiency of public services, marked by the adoption of management practices inspired by the private sector, promoting an individualistic vision of society, generating high levels of corruption (isolation of the knowledge in the top of the public administration along with government). The proposed American model, the New Public Service - NPS, "questions existing power structures and promotes a more equitable distribution of knowledge and decision-making. This means creating mechanisms for the democratic participation of organized civil society which leads to greater social control social and effectiveness of public projects. This article proposes a review of the NPS model through knowledge creation and sharing practices (Knowledge Management - KM), as well as knowledge analysis (Organizational Intelligence - OI) and application practices (Cultural Intelligence - CI). The work concludes that KM, OI and CI are the missing elements for the NPS to replace the NPM as it drastically reduces the avalanche of information and brings relevant collective knowledge, especially for public policies that directly impact the relationship between government, companies and society and therefore reduce corruption and the overload of American Giants, the weakest elements of the capitalism. In order to understand the impact of culture on knowledge and intelligence, in addition to the impact of knowledge itself on intelligence, this work uses interview methodology - National Autonomous University of Mexico and Tecnologico de Monterrey - and one University in United States - Michigan University - and uses structural equation modeling (SEM) to test the relationships between constructs. In addition to a robust literature review, the main conclusion is that the low level of cultural intelligence in countries colonized by England, based on knowledge and not intelligence (application of knowledge), leads to economic dependence, such as Canada's relations with the United States and Australia with New Zealand, in addition to Nigeria with South Africa.
