Yirmici yüzyılda, özellikle de son çeyreğinde yaşanan küreselleşme süreci ile finansal piyasalar birbirlerine bağlı hale gelmiştir. Aynı dönemde kısa vadeli uluslararası portföy yatırımlarının dolaysız yatırımlardan daha hızlı gelişmesiyle birlikte, çeşitli ekonomilerde ciddi finansal krizler yaşanmış, bazı ekonomilerde de finansal krizler birbirini izlemiştir.\nÜlkemizde yapılan akademik çalışmalarda, finansal krizlere ve kriz sonrası uygulanan politikalara ilişkin pek çok çalışma bulunmaktadır. Ancak bu çalışmaların büyük bölümü klasik ve neoklasik iktisat tahlilleridir. Bu çalışmada konu Uluslararası Politik Ekonomi (UPE) yaklaşımıyla ele alınmaktadır. \nDevletler ve piyasalar UPE’nin “yapı” unsurunu oluşturmaktadırlar. Devletlerin ve piyasaların birbiriyle olan bağları ve bu bağlara ilişkin düzenlemeler UPE’nin konusudur. Devletler ile piyasalar arasındaki bağlar toplumların tarih içindeki değişim ve gelişimlerini, toplumların kültürel durumlarını da yansıttığından, UPE sadece politika ve ekonominin birleşimi değil, bunun çok daha ötesinde ekonomi, politika, tarih, kültür, sosyoloji gibi unsurları da içermektedir.\nBu çalışmada, devletler ve piyasalar arasındaki mücadele ile bunların birbiriyle olan bağları ve bu bağlara ilişkin düzenlemeler, zaman içindeki gelişimi, uygulanacak politikaların nasıl belirlendiği, kimin yararına olduğu gibi sorulara bu teorik çerçeveden yanıt aranmıştır.\nTezde öncelikle temel UPE perspektifleri ile bunların politika yansımaları ele alınmaktadır. Hemen ardından, güncel UPE yazının finansal krizlere yaklaşımı açıklanmakta ve mevcut yapıya ilişkin olarak üzerinde uzlaşılan temel tespitlere değinilmektedir. \nDünyada yaşanan önemli finansal krizlerden örneklerin aktarılmasının ardından, bu krizlerin ardından uygulanan alternatif politikalar ele alınmaktadır. Tezin sonunda uygulanan alternatif politikaların, temel sonuçları karşılaştırılmakta ve UPE yaklaşımıyla değerlendirilmesi yapılmaktadır.\nABSTRACT\nDue to the globalization, the international finance markets have been increasingly linked with each other in the last quarter of the twentieth century. In the same period, financial crises have been lived in some economies. Even in some of the economies, crises followed each other.\nIn our country, there are various studies about the financial crises. But most part of these studies are classic or neoclassic economical analysises. This study, tries to analyse the subject by International Political Economy (IPE) approach.\nThe international political economy is a network of bargains between and among states and markets. These bargains determine the production, exchange and distribution of welth and power. The interaction of states and markets have a dynamical nature, changes in time and culture. So, IPE is not a sum of politics and economics. IPE is a involves combination of economics, politics, sociology, history and culture. \n “The interaction of states and markets and the bargains between and among states and markets, the regulations on this interactions, change in time, the determining of the politics and who gains from them are the questions, that have been investigated in this study, through the theorical perspective. \nAt the beginning, the three traditional IPE perspectives were analysised and their policy reflections have been studied. Also in the study, the actual IPE literature, their approaches to the financial crises, and their view to the current world economy have been explained.\nThe lived financial crises have been investigated in this study. Due to the its large economic and social effects, first, the 1929 Crise has been explained, then, Chile and Mexico, and at the last Asian Crises have been explained. In this explanations, the starting of the crises, their development, their results, and different policies aganist the crises, and the results of these policies were included. The alternative policies used after the crises have been explained .\nAt the end of the thesis, the results of alternative policies are compared.
