QShine 2006 is the third annual conference on Quality of Service (QoS) in Heterogeneous Wireless/Wireline Networks. The conference addresses interdisciplinary issues in wireless/wireline networks, with quality of service as the main theme. Drawing on the synergy of all members of the organizing committees, QShine 2006 is poised to bring together innovative researchers, developers and practitioners from academia, industry and government laboratories to disseminate their significant findings and to expound their ideas and visions toward pushing the frontier of the research area through cross fertilization. We are fortunate to have two eminent research leaders, Dr. Nicholas F. Maxemchuk and Dr. Mischa Schwwartz, to deliver keynote speeches to set the tone of the conference.Since 2004, QShine has been a very successful series of conferences providing an International forum for the presentation and discussion of new research and ideas on Quality of Service (QoS) in heterogeneous wireless and wireline networks. Quality of Service research has expanded its scope, and continues to be an active research field in the networking community. It has been the tradition of past QShine conferences to represent inter-disciplinary and focused research, with an emphasis on innovation. Building on the successes of previous conferences in 2004 and 2005, QShine 2006 continues to bring together researchers, developers, and practitioners working in this area to discuss recent and innovative results, and to identify future directions and challenges in developing practical systems where predictable and controlled performance is a central requirement in heterogeneous and hybrid wireless networks.The Technical Program of QShine 2006 is, arguably, stronger than ever in the history of QShine. In addition to traditional QoS topics such as fairness, scheduling and admission control, the scope of this year's QShine has successfully included high-quality work in some new and emerging research directions, including wireless and sensor networks, overlay and peer-to-peer networks, and ultra-wideband wireless networks. As a result, new sessions have been included, such as Algorithms in Sensor Networks, Pricing, Incentives and Overlays, as well as Multimedia. The other sessions have covered the complete spectrum of Quality of Service research in wireless and wireline networks. We are also fortunate to have our keynote speakers, Professor Nicholas F. Maxemchuk and Professor Mischa Schwartz, to enlighten us on their own perspectives on the future of Quality of Service and networking research.Much effort by the Technical Program Committee has gone into putting together a high -quality technical program. The quality and quantity of submissions were both strong. The program committee has had a difficult task to select 49 papers among many high-quality deserving paper submissions. Similar to QShine of the previous years, the reviewing process has been completed within a very short period of time, in order to include the latest results in the area of Quality of Service in wireless networks.
