UM ENSAIO SOBRE SANEAMENTO BÁSICO E SAÚDE PÚBLICA: PERSPECTIVAS E CONCEITOS TEÓRICOS

Abstract
Propoe-se com este ensaio uma revisao de literatura elucidando como o saneamento basico e extremamente importante para a saude publica e saude ambiental. Dessa forma, procura-se demonstrar a forte relacao entre melhoria de acesso a rede de saneamento basico e a qualidade da saude das populacoes, com a implementacao do saneamento basico, pois a situacao de saude e as condicoes de vida da populacao sao influenciadas pela infraestrutura sanitaria. Para isto, este trabalho parte de uma revisao literaria, para discutir as relacoes entre saude, saneamento basico e desenvolvimento, sob a perspectiva de uma analise documental em politicas, textos governamentais e bases oficiais de referenciamento das tematicas. A Organizacao Mundial da Saude afirma o saneamento basico constitui o controle de todos os fatores do meio fisico do homem como o bem estar fisico, mental e social, interferindo no ambiente e abordando a saude preventiva. Esse ensaio concorda com a Carta de Ottawa - documento resultante da 1a Conferencia Internacional (Ottawa, Canada) em 1986, sobre promocao da saude, a qual estabeleceu ser de extrema importância para o alcance de uma politica de saude para todos. No Brasil, a Lei Orgânica da Saude 8.080 de 1990, reconhece o saneamento basico como um dos determinantes de saude para a populacao e, ainda, assegura os cidadaos com a Lei no. 11.445/2007. No entanto, o crescimento populacional do ultimo seculo no Brasil nao foi acompanhado pela cobertura de saneamento basico oferecido a populacao. A promocao de saude e responsabilidade do Estado, do cidadao e da sociedade como um todo. Uma organizacao conjunta pelo melhoramento da saude de todos.
