Les justifications du cadre normatif des technologies procèdent généralement d'une appréciation des risques qui sont perçus comme découlant de l'existence, du fonctionnement ou des usages de la technologie. Ce texte traite de la question de l'encadrement normatif des technologies en deux volets. Premièrement, les normativités encadrant les technologies s'inscrivent dans une logique de gestion et de répartition des risques qui sont désormais globaux et échappent en partie aux États. Deuxièmement, la normativité encadrant les technologies se présente (et peut être étudiée) comme un réseau de normes. Les normes encadrant les technologies sont pensées et énoncées dans les lieux étatiques, non-étatiques, nationaux ou internationaux, voire dans les objets techniques eux-mêmes. Ces noeuds expriment des normativités qui sont relayées par des relais tels que les systèmes de responsabilité, les pratiques contractuelles, les processus de régulation qui assurent l'application et l'effectivité des valeurs, normes et principes contenus dans les normativités diverses prétendant encadrer les technologies.
