Abstract
Les justifications du cadre normatif des technologies procèdent généralement d’une appréciation \ndes risques qui sont perçus comme découlant de l’existence, du fonctionnement ou des usages de \nla technologie. \nCe texte traite de la question de l'encadrement normatif des technologies en deux volets. \nPremièrement, les normativités encadrant les technologies s'inscrivent dans une logique de \ngestion et de répartition des risques qui sont désormais globaux et échappent en partie aux États. \nDeuxièmement, la normativité encadrant les technologies se présente (et peut être étudiée) \ncomme un réseau de normes. Les normes encadrant les technologies sont pensées et énoncées \ndans les lieux étatiques, non-étatiques, nationaux ou internationaux, voire dans les objets \ntechniques eux-mêmes. Ces noeuds expriment des normativités qui sont relayées par des relais \ntels que les systèmes de responsabilité, les pratiques contractuelles, les processus de régulation \nqui assurent l'application et l'effectivité des valeurs, normes et principes contenus dans les \nnormativités diverses prétendant encadrer les technologies.
