This study was commissioned by ARC/DETYA to provide information and advice to assist them in improving their accountability processes and to assist in policy-making, resource allocation and management for higher education research. The information and analysis in the study has been drawn from an investigation of international methods and practices for monitoring and evaluating the outcomes and outputs of research. The report focuses on comparable research funding agencies in Canada, the Netherlands and the USA. The findings are intended to contribute to improved evaluation of research outputs and outcomes within the ARC/DETYA research funding programmes. The major aims of the study were to identify how various types of research outputs and outcomes may be evaluated, the extent to which such might contribute to national research priorities and the best ways to monitor and evaluate research outcomes across different types of funding schemes, different disciplines, for different types of research and in different types of institutions.
