Abstract
Cet article se propose d’analyser, sur la base d’une enquête empirique, la prééminence d’un territoire dans la circulation d’un schéma de lutte contre la pauvreté : le transfert monétaire conditionnel. Se défaisant du présupposé économique rationnel selon lequel tous les modèles et producteurs de politiques publiques seraient en libre concurrence, le cas du dispositif d’ Opportunity NYC met en avant une asymétrie des flux circulatoires. L’équipe du maire Michael Bloomberg déploie une série de stratégies locales, inter-étatiques et internationales pour faire de cette expérimentation un modèle de politique publique. Malgré des résultats mitigés, l’initiative est publicisée et diffusée à travers les États-Unis, mais aussi en Grande-Bretagne et en France. C’est par les caractéristiques sociospatiales (politiques, sociologiques, économiques) que cet article explique le leadership de ce laboratoire urbain. Au final, il est démontré que la construction d’un modèle ne tient pas tant à l’excellence d’un contenu d’action publique qu’au déploiement de stratégies d’essaimage propres à un territoire.
