Rationalités du pouvoir et incorporation de l’islam : une comparaison anglo-française

Abstract
Cet article propose une analyse comparative des politiques d’incorporation de l’islam en Angleterre et en France. Il tente d’expliquer ces politiques à partir d’un examen des différentes rationalités politiques qui les structurent. « Rationalité politique » est définie comme un champ discursif dans lequel l’exercice du pouvoir est conceptualisé à travers la définition de la forme appropriée, les limites et l’objet de la politique ; sa justification morale ; et la distribution correcte des tâches politiques parmi les différents secteurs de la société (Rose et Miller, 1992). L’article dégage un type de rationalité basée notamment sur l’analyse prospective de l’évolution du groupe des immigrés d’origine islamique et les différentes menaces souvent associées à ce groupe. La dissémination d’un islam conçu comme religion civile, promue par les deux gouvernements en accord avec différents acteurs musulmans, se raisonne précisément en référence à cette rationalité de type prospectif. C’est l’importance accrue de cette rationalité qui est ainsi un des facteurs à la base du rapprochement des politiques d’incorporation de l’islam dans les deux pays.
