Abstract
A biodiversidade é uma das propriedades fundamentais da natureza e seus recursos despertam o interesse dos Estados, os quais vêm demonstrando preocupação no uso sustentável de seus patrimônios ambientais e, consequentemente, na sua proteção. Ela foi e continua sendo motivo de diversas conferências e convenções globais, as quais, além de levarem os países ao conhecimento e à reflexão sobre a situação da diversidade biológica mundial, também estabeleceram acordos e planejamentos com normas e metas globais para a redução da perda dessa riqueza natural. Dessa forma, o Direito Internacional do Meio Ambiente surgiu por meio da cooperação internacional de modo a contribuir para que os países usufruam sustentavelmente de seus recursos ambientais, preservando, assim, a biodiversidade em escala global. Este artigo discorre sobre a existência de uma cooperação entre Brasil e Canadá ligada às questões ambientais globais, direcionando o estudo para o desenvolvimento das estratégias de cada Estado para cumprir a Convenção sobre Diversidade Biológica, assinada por ambos em 1992, no Rio de Janeiro.Résumé: La biodiversité est une des éléments fondamentales de la nature et ses ressources attirèrent l’intérêt des États, qui sont de plus en plus concernés par l’utilisation durable de leurs patrimoines environnementaux et par la protection du milieu naturel. Ce sujet est abordé dans plusieurs conférences et conventions mondiales, en fournissant aux pays les connaissances et la réflection sur l’état de la diversité biologique mondiale. De plus, ces conférences ont réussi a établir des accords et des plans d’envergure international qui contiennent des normes et des objectifs pour réduire la perte de cette richesse naturel. Ainsi, le Droit International de l’Environnement a émergé par la coopération international dans le but d’aider les pays pour pouvoir profiter de leurs ressources environnementales de façon durable en préservant ainsi la biodiversité à l’échelle mondiale. Cet article traite de l’existence d’une coopération entre le Brésil et le Canada par rapport aux questions environnementales au niveau mondial, en mettant l’accent de l’étude sur l’élaboration de stratégies de chaque État pour accomplir la Convention sur la Diversité Biologique, signée par eux en 1992 à Rio de Janeiro.Mots-clés: biodiversité; coopération internationale; Brésil et Canada.Abstract: Biodiversity is one of the main properties of nature and its resources get the attention of the States, which have demonstrated certain concern about the sustainable use of their environmental patrimonies and, consequently, about their protection and surveillance. It was and still is the topic of many global Conferences and Conventions, which, besides providing countries the knowledge and reflection about the world’s biological diversity situation, also established agreements and regulations among nations in order to reduce the loss of this natural richness. Therefore, the International Environment Law emerged trough international cooperation in order to contribute to a more appropriate usage of environmental resources, thus encouraging the preservation and sustainability of biodiversity on a global scale. This article is about the existence of such cooperation between Brazil and Canada on global environmental issues. Moreover it will focus on the strategies developed by both States to fulfill the agreement adopted at the Convention on Biological Diversity, signed by both in 1992, in Rio de Janeiro.Keywords: biodiversity; international cooperation; Brazil and Canada.
