Este artículo propone un marco conceptual que se nutre de la economía política, las relacionesinternacionales y las disciplinas de la sociología. El contexto económico-político sitúa PISA dentrode una racionalidad política más amplia del neoliberalismo. Las relaciones internacionales arrojanuna luz sobre el papel que juega la influencia estadounidense en la construcción de PISA y, másgeneralmente, en el gobierno de las organizaciones internacionales. Las teorías derivadas de lasociología de la ciencia y la tecnología, y de la conceptualización de Michel Foucault de laformación de bloques de poder, proporcionan una comprensión de cómo “funciona” PISA y cómo seutiliza para ejercer el poder.
