Abstract
Depuis quelques décennies, la question des conflits liés au partage de l’eau a pris une ampleur importante dans plusieurs régions du monde. L’accroissement démographique est certes un élément essentiel à prendre en compte, avec les besoins grandissants de l’agriculture pour nourrir une population en rapide augmentation, mais il n’est pas le seul, car des facteurs culturels et politiques entrent aussi en jeu dans l’expansion de la demande en eau. À ces causes d’accroissement d’une demande pour une ressource finie, s’en ajoutent d’autres, les tensions économiques et politiques entre États (d’où l’idée, à nuancer, des futures « guerres de l’eau » du xxie siècle), mais aussi entre groupes sociaux, entre entités politiques à l’intérieur des mêmes États. L’analyse de ces conflits souligne l’importance de la notion d’adaptabilité sociale pour leur résolution, et – a contrario – la difficulté que constituera l’adaptation de certaines sociétés à la rareté croissante de l’eau, porteuse de ruptures sociales et de conflits internes beaucoup plus que de guerres interétatiques.
