Abstract
The paper examines the role of the central bank in promoting economic development in the region in the context of globalization. A critical review is conducted of what appears to be a consensus that the principal contribution a central bank can make in promoting economic development is to pursue as a primary objective the goal of price stability, and that any direct intervention by the central bank in the pricing and allocation of credit is likely to be counter-productive. It is argued that such a view does not adequately take into consideration deficiencies in the underlying economic structure and determinants of growth in the economies of countries in the region. It is suggested that the pressures on the economies created by globalization call for new forms of governance for the financial sector. Such a change is required in order to establish a consensus as to the role which the sector ought to play in contributing to goals of development, as well as a greater sense of responsibility on the part of the various institutions in the sector for the successful realization of such goals.
