From Neo-Liberal Populism to Inclusive Liberalism: The Politics of Newfoundland and Labrador’s 2006 Poverty Reduction Strategy

Abstract
This article analyses the role of ideology in the development of Newfoundland and Labrador’s 2006 poverty reduction strategy - Reducing Poverty: An Action Plan for Newfoundland and Labrador. Focussing on competing ideas, rural-urban tensions, and complex relations between business, community and government officials’ efforts to construct a more inclusive social policy agenda out of the ashes of the 1998 Strategic Social Plan, we argue that the 2006 anti-poverty agenda represents a partial but important break with prior neo-liberal populist assumptions that have dominated social policy in Newfoundland and Labrador since the mid - 1980s. This paper draws on the inclusive liberalism paradigm that emphasizes social liberal principles of equality of opportunity and advocates an active role for the state in ensuring income security. Cet article analyse le role de l'ideologie dans le cadre de l’elaboration de la Strategie de reduction de la pauvrete de Terre-Neuve-et-Labrador en 2006, « Reduction de la pauvrete : plan d'action pour Terre-Neuve-et-Labrador » (Reducing Poverty : An Action Plan for Newfoundland and Labrador). En mettant l’accent sur les idees rivales, les tensions entre les zones rurales et urbaines et les relations complexes entre les efforts deployes par les entreprises, les collectivites et les responsables gouvernementaux pour elaborer un programme politique social plus universel bâti sur les cendres du plan social strategique de 1998, nous affirmons que le programme de lutte contre la pauvrete de 2006 represente une rupture, certes partielle mais neanmoins importante, avec les hypotheses neoliberales populistes qui ont regne sur la politique sociale de Terre-Neuve-et-Labrador depuis le milieu des annees 1980. Cet article repose sur le modele de liberalisme universel qui met l'accent sur les principes sociaux-liberaux de l'egalite des chances et qui prone l'intervention active de l'Etat pour garantir la securite du revenu.
