Résumé La planification participative constituerait une façon de mieux répartir le contrôle démocratique de la décision. Dans des enceintes impliquant des acteurs aux ressources asymétriques, la question est de savoir si cette démocratisation constitue une rhétorique au profit des acteurs dominants ou une expérience réalisable. Notre étude de cas met en scène des acteurs dominants (promoteurs publics et universitaires) et des acteurs communautaires ayant moins de ressources, tous réunis volontairement autour d’une innovation. Prenant appui sur la sociologie de la traduction, les résultats montrent que les controverses soulevées n’ont jamais été ouvertes et que la collaboration a donné lieu à deux trajectoires parallèles : un projet des acteurs communautaires auquel ont souscrit leurs concitoyens, et un rapport de recherche des promoteurs, décrivant une initiative dont les paramètres sont plus conformes au modèle théorique des acteurs dominants qu’au projet véritablement réalisé dans la communauté. Ces résultats sont discutés au regard de l’enjeu de la démocratisation dans la participation.
