Abstract
Le gouvernement federal peut contribuer considerablement a l’amelioration du systeme de sante mentale auCanada en portant son attention sur les « elements fondamentaux », c’est-a-dire les composants essentiels dusysteme qui soutiennent et maintiennent la qualite des divers services et activites. Les elements fondamentauxrequis, au niveau national, au Canada, sont les suivants: (i) des efforts systematiques pour identifier les meilleurespratiques concernant les reserves en ressources humaines et pour assurer, par l’education permanente, la hautequalite des competences et services fournis; (ii) un soutien au niveau de l’information et du leadership a desactivites destinees a renforcer l’evaluation des performances et des activites visant a ameliorer la qualite, qui sontactuellement assumees par les provinces; (iii) la stimulation et l’encouragement des activites de recherchepertinentes, portant sur des questions telles que le stigmate et la discrimination, la sante mentale sur le lieu detravail et la reforme du systeme primaire de sante mentale; (iv) une fourniture reguliere de fonds, destines a lamise en œuvre et a l’evaluation des reformes dans le domaine de la sante mentale et a la reconfiguration dusysteme. La mise en oeuvre de toutes ces initiatives concernant les reformes est mieux assuree si le plan d’actionconcernant la sante mentale est etabli au niveau national.The federal government can make important contributions to an improved mental health system in Canadaby addressing “foundational elements,” that is, essential system components that support and sustain thequality of various services and activities. The following foundational elements are required at a nationallevel in Canada: (i) systematic efforts to identify best practices related to human resource provision andnurture high quality skill and service delivery through continuing education; (ii) dedicated activities tostrengthen performance measurement and quality improvement activities presently being undertaken at theprovincial level by providing informational and leadership support; (iii) stimulation and encouragement ofrelevant research activities addressing issues such as stigma and discrimination, workplace mental healthand primary mental health-care reform; and (iv) regular provision of funding dedicated to the implementationand evaluation of mental health reforms and system reconfiguration. All these reform initiatives are betterimplemented as an integrated national action plan for mental health.
