La faible participation politique des jeunes et leur désenchantement vis-à-vis du débat politique constituent une question centrale, non seulement en Grande-Bretagne mais dans l’ensemble de l’Europe et des pays industrialisés. Cet article s’appuie sur des recherches menées par l’auteur et d’autres équipes pour analyser l’implication des jeunes au niveau local en Grande-Bretagne, dans un contexte de réforme portée par le gouvernement du New Labour et visant la modernisation des gouvernements locaux. Une analyse des initiatives prises pour accroître la participation des jeunes montre qu’un certain nombre de mécanismes permettent, dans une certaine mesure, de réduire le fossé entre les jeunes, les questions politiques locales et les gouvernements locaux. Nous procédons ici à une revue des avantages et inconvénients des diverses approches. Des changements organisationnels et culturels sont nécessaires, à la fois au sein des autorités locales et au sein des partis politiques, pour que les limites des initiatives en cours puissent être dépassées. Dans cette perspective, cet article explore la façon dont les différentes conceptions de la démocratie et de la participation sont perceptibles dans les approches de la participation des jeunes. En conclusion, l’article évalue la portée du changement que le New Labour entend introduire par sa « Troisième Voie ».
