Oтсутствие четкой законодательной регламентации по вопросу разграничения предметов ведения между федеральным центром и регионом, такие проблемы федеративного устройства России как асимметричность федерации, национально-территориальный принцип административно-территориального деления страны, поликонфессиональность и многонациональность нашего государства обусловили ряд актуальных проблем в свете проводимых преобразований в стране (административная реформа, реформа верхней палаты парламента, построение вертикали власти и др.). Федеральный центр стремится к укреплению власти и усилению своих полномочий, в то время как регионы настаивают на возможности самостоятельного решения политических проблем. В данной связи возникают противоречия по проблеме разграничения полномочий по предмету совместного ведения федерального центра и региона, которые должны быть решены с учетом региональных интересов и конституционного закрепления данного вопроса. Представляется, именно система федеративных отношений, сложившихся в нашей стране и требующих, однако, дальнейших усовершенствований, позволит решить назревшие проблемы, найти баланс между процессами усиления вертикали власти и расширяющимися интересами регионов.
