L'volution de la gouvernance dans les tats dmocratiques, de mme que les changements importants dans la culture administrative des administrations publiques -et le dveloppement de technologies habilitantes -ont touch et influ considrablement la faon dont les documents d'archives ont t grs au sein des gouvernements.Au cours du sicle dernier, la situation et les circonstances se sont transformes si rapidement que notre capacit de grer les documents d'archives collectivement comme socit, et plus prcisment au sein des organisations gouvernementales, n'a pas volu la mme vitesse pour satisfaire toutes les nouvelles demandes et attentes gnres la fois par les transitions et les transformations de la nature et du contexte des valeurs dmocratiques, et par les contraintes rsultant des technologies de la communication nouvelles et hautement accessibles.L'histoire montre que non seulement nous n'avons pas t capables de nous adapter, mais que nous avons aussi graduellement perdu de vue le but et les raisons mmes de la gestion des documents.En comparant le dveloppement de la gestion des documents dans le contexte des administrations publiques de la Suisse et du Canada, ce texte explore les moyens de reprendre notre capacit grer des documents d'archives de faon efficace, au service de l'intrt civique.Ce texte suggre aussi une srie d'actions qui nous permettraient d'emble d'aborder la fois le progrs technologique et les demandes de la socit vis--vis un gouvernement ouvert, et les autres besoins lis au fonctionnement d'une dmocratie contemporaine.
