L'objectif de ce rapport est d'identifier et d'analyser les facteurs qui pourraient être à l'origine de l'augmentation de 43 % des montants d'indemnité de remplacement de revenu (IRR) versés par la CSST entre 2001 et 2009, augmentation d'autant plus surprenante que le nombre de bénéficiaires d'IRR a diminué de 19 % au cours de la même période. Plusieurs facteurs peuvent expliquer l'augmentation de l'IRR. Premièrement, malgré une baisse du nombre de bénéficiaires, la part des lésions graves a augmenté entre 2001 et 2009, ce qui s'est traduit par une augmentation de la durée moyenne des versements d'IRR et du coût moyen de chaque lésion. Le deuxième facteur d'augmentation a été l'inflation. Étant donné que les prestations de la CSST sont indexées à l'inflation canadienne, toute hausse des prix augmente les coûts d'IRR, toutes choses étant égales par ailleurs. Le dernier facteur analysé était l'évolution de la fiscalité personnelle (impôt sur le revenu) canadienne ou québécoise, qui a aussi contribué à augmenter les versements d'IRR. La plupart de ces facteurs, à part la gravité, échappent au contrôle de la CSST. Les programmes de prévention de la CSST peuvent réduire le nombre de lésions, mais paradoxalement, ceci peut s'accompagner d'un accroissement de la part des lésions graves.
