Résumé L’instauration dans chaque département d’une CASU a-t-elle contribué à une meilleure prise en compte de l’urgence sociale, la plupart du temps exprimée en demande de secours financiers ? Le Secours catholique donne une première impression en demi-teinte. Les délais de traitement des dossiers n’ont globalement pas été améliorés. Les petits départements ont su cependant rapidement trouver un mode d’organisation satisfaisant alors que les départements importants ont transposé la complexité de leur fonctionnement dans les CASU. Par contre, les différents acteurs sociaux, en confrontant leurs savoirs et pratiques, en sortant de leur domaine spécialisé, ont appris des choses les uns des autres. Une préoccupation demeure, conséquence de la décentralisation de 1983 : la très grande inégalité de traitement de la question sociale d’un département à l’autre, dépassant largement les clivages politiques. Les CASU n’ont pas permis de dépasser cette inégalité qui marque fortement les politiques locales en matière de lutte contre les exclusions. Une voie d’amélioration reste à trouver dans la simplification des circuits de décision et dans la responsabilisation des représentants des institutions et organismes participants aux CASU.
