Japanese-Canadian Internally Displaced Persons: Labour Relations and Ethno-Religious Identity in Southern Alberta, 1942–1953

Abstract
This article examines the resettlement of Japanese-Canadian internally displaced persons (idp s), who were relocated from the West Coast of British Columbia to sugar beet communities in southern Alberta between 1942 and 1953. It argues that the idp s, assisted both by pre-World War II Japanese residents in southern Alberta and by the federal government, contributed to the rising awareness of ethnic rights. For this purpose, my study adds two new angles to the study of human rights and Japanese Canadians. First, while ethnic activism for human rights has often been examined in an urban context, it was the negotiations in the local sphere between the Alberta Sugar Beet Growers’ Association and Japanese idp s that played a significant role in promoting human rights. Second, this study applies both local and transnational contexts to the question of Japanese-Canadian idp s, which has hitherto been studied only in terms of state violence against an ethnic minority. The Japanese idp s retained Pure Land Buddhism as a symbol of their loyalty to Japan, and the religion strengthened its influence in southern Alberta as a focal point of their identity. Abstract: Cet article examine la reinstallation des Canadiens d’origine japonaise, des personnes deplacees a l’interieur (pdi ), qui ont ete deplaces a partir de la cote ouest de la Colombie-Britannique vers les communautes de betteraves a sucre dans le sud de l’Alberta entre 1942 et 1953. Il souligne que les personnes deplacees, assistees par les residents japonais avant la Seconde Guerre mondiale dans le sud de l’Alberta et par le gouvernement federal, a contribue a la prise de conscience croissante des droits des minorites ethniques. A cet effet, mon etude ajoute deux nouveaux angles a l’etude des droits de l’homme et des Canadiens d’origine japonaise. Premierement, alors que l’activisme ethnique des droits humains a souvent ete analyse dans un contexte urbain, ce sont les negociations dans la sphere locale entre la Alberta Sugar Beet Growers Association et les personnes deplacees japonaises qui ont joue un role important dans la promotion des droits de l’homme. Deuxiemement, cette etude applique a la fois des contextes locaux et transnationaux a la question des Canadiens d’origine japonaise en tant que personnes deplacees, qui ont ete etudies jusqu’a ici seulement en termes de violence d’Etat contre une minorite ethnique. Les personnes deplacees japonaises ont conserve le bouddhisme de terre pure comme un symbole de leur fidelite au Japon, et la religion a renforce son influence dans le sud de l’Alberta en tant que point focal de leur identite.
