Abstract
La thèse porte sur les stratégies de développement des industries de haute technologie des métropoles, ce que nous appelons les projets technopolitains. La perspective combine une analyse des politiques dans leur cadre institutionnel et une étude des dynamiques territoriales qui accompagnent les mutations économiques. En comparant à la fois les projets en aéronautique et en sciences de la vie mis en oeuvre à Montréal et à Toulouse, la thèse souligne l'importance du territoire tant dans l'essor de chaque secteur industriel que dans l'élaboration des politiques qui s'y rapportent. Elle met également en lumière l'impact structurant des politiques sur la trajectoire de développement des métropoles. De plus, la thèse met en évidence le jeu des échelles institutionnelles et de la configuration des acteurs publics dans le processus d'élaboration de politiques étant de plus en plus influencées par l'implication du secteur privé. Ainsi, les projets technopolitains résultent du jeu entre une grande variété d'acteurs dont les interactions dépendent des spécificités de l'innovation et de la production de chaque technologie. Cette genèse est également influencée par des forces et des contraintes spatiales propres à chaque ville ou région urbaine. Enfin, la thèse se conclut par une classification de projets technopolitains permettant dès lors un certain degré de généralisation pouvant servir à aborder ou à évaluer de futures politiques et stratégies de développement métropolitain \nThis dissertation is about the development strategies of high tech industries of metropolises, which we call technopolitan projects. Our perspective combines a public policies analysis in their institutional framework and the study of territorial dynamics that come along with economic mutations. By comparing at the same time existing projects in Montreal and in Toulouse regarding aeronautics and life sciences activities, this dissertation is underlining the importance of the territory into the development of each industry sectors as well as the making of the policies that are dedicated to il. It also highlights the shaping impact of \npolicies on the metropolitan development path. Moreover, the dissertation is putting into evidence the dynamics of multiscalar institutions and the configuration of public actors within a policy elaboration process increasingly influenced by the private sector. Therefore, technopolitan projects are the result of the interplay of numerous actors that interacts depending on the specificities of the innovation and production of each technology. This \ngenesis process is influenced by varlous spatial forces and constraints which are unique to each city or urban region. At the end, the dissertation is unfolding a classification of technopolitan projects that permits a certain degree of generalization to address or to evaluate future policy and strategy of metropolitan development.
