Abstract
Cet article s’interesse a la democratisation du systeme de sante et a la participation citoyenne des personnes immigrantes a ce dernier. En nous appuyant sur la notion de democratie sanitaire et celle d'interculturalite, les objectifs poursuivis dans cet article sont de mieux cerner les questions suivantes : comment les comites des usagers incarnent-ils la democratie sanitaire et comment la dimension interculturelle peut-elle etre prise en compte dans les comites des usagers au niveau communicationnel ? La demarche menant a cette reflexion s’organisera en trois blocs : 1) la definition globale de la sante et de ses determinants socioculturels; 2) la democratie sanitaire et la participation citoyenne; 3) la participation des usagers au systeme de sante et sa dimension interculturelle. La participation des personnes immigrantes au systeme de sante est abordee a partir d’une analyse des comites des usagers du reseau montrealais de la sante et des services sociaux. This paper focuses on the democratization of the healthcare system in Quebec and the civic participation of immigrants in this system. Relying on the notion of health democracy and the intercultural dimension, we expect, at the end of this paper, to better grasp the following questions: how do the users’ committees actualize the health democracy; how can the intercultural dimension be taken into consideration in the users’ committees on the communicational level? For this purpose, this text is articulated around three sections: 1) the global definition of health and its sociocultural determinants; 2) the health democracy and the civic participation; 3) the participation of users in the healthcare system and the intercultural dimension. The participation of immigrants in the healthcare system is examined through an analysis of the users’ committees of the Montreal network of health and social services.
