Abstract
رویکردهای مختلف نوسازی در فرانسه، در دورههای تاریخی نشاندهنده موارد استفاده و چگونگی برخورد با مقولههایی چون بازسازی، بهسازی و است. بررسی این تجربهها نشان میدهد تعاریف متفاوت از مفاهیم، چگونه میتواند با رویکردهای متفاوت اتخاذشده توسط مدیران در رابطهای دوجانبه باشد. این ارتباط، در راستای سیاستهای دولتهای مختلف سبب ایجاد تعاریف گوناگونی در این حوزه نیز شده است. چنانچه در هر دوره یک لغت یا تعریف خاص مصطلح شده و تفکر آن دوره به آن نام شناخته میشود. در فرانسه این دورهها را میتوان به دو بخش سیاستهای بهسازی_تخریب و سیاستهای حفاظتی و مرمتی تقسیم کرد. در بخش نخست، سیاستهای تخریبی از دوران امپراتوری دوم با مبارزه با ناسالم آغاز شد. این سیاست از یک قرن بعد با تفکرات مدرنیستی و با اسکان بافتهای شده در مجتمعهای بزرگ ادامه یافت و از سال 2003 به بعد با همان مجتمعهای مسکونی دوره قبل پایان یافت. پایان این دوره همزمان با دو رویکرد و سیاست عمومی دیگر در برخورد با معضلات بود. سیاستی برخاسته از تفکرات کمونیستی که قانون همبستگی و باززندهسازی را مطرح میکرد و قانون دوم که با عنوان تعهد ملی برای مسکن توسط وزیری میانهرو مطرح شد. به موازات این سیاستها، رویکردهایی نیز در زمینه در ابعاد مختلفش توسط دولت دنبال میشد. رویکرد مدرنیستی، که به حفاظت محدود برخی آثار معماری میپرداختند، رویکرد بعدی که به حفاظت از پهنههای شهری پرداخت و رویکرد سوم که با کمکهای مالی دولت یا سیاستهایی تسهیلی سعی در نگاهداشتن در بافتهای مسئلهدار داشت. در مجموع میتوان رویکردهای مختلف فرانسه در بهسازی، نوسازی یا مرمت بافتهای شهری هم با تخریب و هم با مشارکت ساکنان درگیر دانست. بدین ترتیب اصطلاحات رایج هر دوره از طرفی نماینده تفکر آن دوره و از طرف دیگر هدایتکننده رویکردها و سیاستهای مورد نظر سیاستمداران شهری بوده است.
