Kajian ini dijalankan untuk membentuk satu set penunjuk persekitaran utama untuk melaporkan kualiti alam sekitar di Malaysia. Pengaplikasian penunjuk persekitaran juga harus sesuai untuk melaporkan keadaan alam sekitar eli Malaysia. Dalam pembentukan penunjuk persekitaran utama, beberapa sumber telab dirujuk untuk menetapkan kriteria-kriteria utama pemilihan penunjuk dan penunjuk persekitaran yang sesuai serta pernah eliaplikasikan di negara lain. Laporan-laporan yang eligunakan termasuklah ANZECC, OEeD, Environment Canada, United States Mexico Border XXI Programme dan Malaysia Environmental Quality Report. Selain itu, model PSR yang digunakan oleh banyak negara juga digunakan untuk menjelaskan keadaan, tekanan dan respon daripada perubahan alam sekitar dan masyarakat. Tiga tema utama iaitu atmosfera, air dan kepelbagaian biologi digunakan untuk membincangkan set penunjuk persekitaran yang telah dibentukkan. Tiga tema ini mempunyai penunjuk persekitaran yang membincangkan isu-isu masalah alam sekitar. Penunjuk persekitaran yang dibentuk akan mernberikan kemudahan untuk mengesan dan menyelesaikan masalah alam sekitar. Set penunjuk persekitaran telah dibincang dari segi pengelasan jenis penunjuk dan sehab-sehab pemhentukannya. Pembincangan ini juga melingkungi kesesuaiannya diaplikasikan ke dalam alam sekitar di Malaysia untuk melaporkan kualiti alam sekitar di Malaysia. Dengan pembentukan set penunjuk persekitaran utama ini, kualiti alam sekitar dapat dilaporkan dengan berkesan bagi melahirkan suatu negara yang maju dan mapan.
