Abstract
L'ALENA, constitue entre les Etats-Unis, le Canada et le Mexique en 1994, marque un progres significatif du regionalisme ouvert , par rapport aux accords commerciaux multilateraux. Il a cree le bloc commercial regional le plus important au monde, avec un PIB cumule de 8. 8 milliards de dollars et un volume d'echanges commerciaux de 486 milliards de dollars en 1997. Ce fait inedit a pousse les trois economies a la transformation de leurs relations commerciales et de voisinage, avec d'importantes consequences regionales et mondiales. Dans le contexte des nouveaux paradigmes economiques mondiaux (mondialisation, role cle de la competitivite) et de la creation de blocs economiques regionaux, les politiques appliquees au Mexique ont tente de s'adapter en liberalisant l'economie, en privatisant l'ejido et en pratiquant une politique macro-economique arrimant le peso au dollar. Les consequences sont tres defavorables pour l'agriculture mexicaine, notamment pour les secteurs produisant des aliments de base (cereales et oleagineux). La specialisation vers quelques produits d'exportation (fruits, legumes) ne compense pas la montee vertigineuse des importations alimentaires (mais et soja). Le deficit agricole et agro-alimentaire avec les Etats-Unis se creuse et la dependance alimentaire s'accroit fortement.
