Esta publicación constituye un informe de los resultados del proyecto sobre la formulación de políticas de comercio en ocho países del Hemisferio Occidental, realizado en forma conjunta por el INTAL e ITD del BID, el Munk Centre for International Studies de la Universidad de Toronto y el Inter-American Dialogue. El proyecto se enfoca sobre la cuestión de cuál sería la forma más adecuada para la participación de los actores no estatales en la formulación de políticas de comercio nacionales y las agendas de negociación. A comienzos de 2001, analistas de Argentina, Brasil, Canadá, Chile, Colombia, Estados Unidos, México y Uruguay fueron invitados a preparar ensayos breves que describieran el proceso de formulación de políticas comerciales en sus respectivos países -con énfasis particular en la naturaleza y la estructura de los mecanismos de consulta con los grupos privados. Dichos documentos fueron presentados en un taller en el BID el 15 de junio de ese año, con los autores y un pequeño grupo de comentaristas externos y, posteriormente, fueron revisados para reflejar la discusión. Las conclusiones principales del ejercicio completo se presentan en el prefacio preparado por la Sra. Sylvia Ostry, del Munk Centre, directora del proyecto.
