La décentralisation des ports français méditerranéens : nouvelle gouvernance et nouveaux défis

Abstract
À côté des huit ports autonomes (Dunkerque, Rouen, Le Havre, Nantes/Saint-Nazaire, La Rochelle, Bordeaux, Marseille et La Guadeloupe) et des trois ports d’outre-mer restés dans le giron de l’État, les ports maritimes français dits de proximité relèvent aujourd’hui de la compétence des collectivités territoriales. Cet article a pour but de présenter l’étude lancée par un groupe de chercheurs français et canadiens sur le processus de décentralisation mené en France entre 2004 et 2007 pour 18 ports d’intérêt national. L’analyse porte plus spécifiquement sur les ports méditerranéens de Port-la-Nouvelle, Sète, Toulon et Nice afin de comprendre les conséquences envisageables de ce changement de gouvernance sur leur développement, sur leur intégration dans les dynamiques régionales et/ou nationales et sur leur insertion dans leur environnement urbain. Si certaines évolutions, tenant aux modalités mêmes du transfert établies par la loi, sont communes aux 18 ports concernés, d’autres sont à relier au profil particulier de ces quatre ports et aux spécificités du contexte méditerranéen.
