Abstract
Mit Gründung der Weltgesundheitsorganisation (WHO) als eine UN-Sonderorganisation wurden nicht nur die Aufgaben derselben festgelegt (Art 1 der WHO-Satzung), sondern wurde auch Gesundheit als Menschen- und Grundrecht definiert und zumindest auf völkerrechtlicher Ebene normiert (WHO 1946). Rund 20 Jahre später reagierte die Ottawa-Charta(WHO 1986) u.a. über das Medium der Gesundheitsförderung auf gesundheitliche Problemstellungen der Weltbevölkerung, griff vorhandene, programmatische Grundbegriffe auf und bestätigte diese erneut. Wären da nicht die Begrifflichkeiten „Norm“, „Normierung“ und „Normativität“, die – ebenso wie die Frage, ob und unter welchen Vorzeichen das Eine das Andere bedingt – die jeweilige (theoretische) Positionierung spiegeln, könnte prima facie davon ausgegangen werden, dass das Phänomen „Gesundheit“ durch die WHO normiert wurde. Die Bedeutungsvielfalt dieser Setzungen (und die ihrer sprachlichen Abwandlungen: „normativ“, „normierend“, „normiert“ usf.) sowie die Vielfalt an Querverbindungen manifestieren sich u.a. in deren differenten sozialwissenschaftlichen, philosophischen, juristischen, handlungstheoretischen, naturwissenschaftlichen und sprachwissenschaftlichen Nutzung.
