Depuis les années 1990, la contrebande de drogue se développe dans les parcs co-frontaliers entre la Colombie britannique (Canada) et l’État de Washington (États-Unis). Cela s’explique, entre autres, par le fait que la frontière canado-américaine est moins surveillée dans ces espaces protégés frontaliers qu’ailleurs. Les deux États voisins ont alors élaboré une coopération sécuritaire pour lutter contre ce trafic, notamment par le biais des Équipes intégrées de la police des frontières (EIPF), y compris au sein des parcs co-frontaliers. Ces équipes mixtes ont d’abord été expérimentées dans le massif des Cascades dès 1996, avant d’être généralisées à l’ensemble de la frontière américano-canadienne dans le cadre de la Déclaration de la frontière intelligente (Smart Border Declaration), suite aux évènements du 11 septembre 2001. Les EIPF mènent des opérations efficaces sur le terrain, comme celle de Frozen Timber / E-Printer dans les Cascades (2006), mais elles n’ont cependant pas pu empêcher les trafiquants de cultiver de la marijuana au sein même de ces espaces protégés co-frontaliers dans lesquels six champs ont été découverts en 2008. Cet exemple illustre à la fois la construction d’une coopération sécuritaire surprenante au sein d’une région bordière hybride, composée d'espaces protégés co-frontaliers, et la question de priorité entre sécurité nationale et protection de l’environnement. Le 11 septembre aurait donc accéléré un processus déjà en cours.
