ABSTRACT The public sector plays a preponderant role in Quebec's economy. Over the years the welfare state has branched out and, still today, it is active in numerous sectors. Hydro‐Québec, Société des alcools du Québec, Loto‐Québec, the casinos — these are enough to show that the state does not limit itself to nonprofit activities. In Quebec there are both nonprofit and business‐type state corporations. This case focuses on the issues involved in auditing the financial statements of a state corporation such as the Société générale de financement. In government organizations, value‐for‐money (VFM) audits are conducted by the Auditor General of Quebec. Students will be placed in a context where they must plan both audits. The principal objective of the case is to familiarize students with a state‐corporation context where the issues may differ considerably from those arising in nongovernmental organizations. This case is designed for graduate diploma students in public accountancy; it requires background knowledge in auditing and accounting that third‐year undergraduates will not yet have acquired. RÉSUMÉ Le secteur public joue un rôle prépondérant dans l'économie du Québec. Au fil des ans, l'État‐providence a étendu la sphère de ses activités et, encore aujourd'hui, il est présent dans de nombreux secteurs. Hydro‐Québec, la Société des alcools du Québec, Loto‐Québec, les casinos: voilà qui suffit à démontrer que l'État ne se limite pas aux activités sans but lucratif et que les organismes sans but lucratif coexistent avec ceux à but lucratif au Québec. Le présent cas porte sur les questions que soulève la vérification des états financiers d'une société d'État comme la Société générale de financement. Dans les organismes gouvernementaux, la vérification de l'optimisation des ressources est effectuée par le Vérificateur général du Québec. L'étudiant sera appelé à planifier les deux types de vérification. Le principal objectif du cas est d'amener l'étudiant à se familiariser avec le contexte des sociétés d'État dans lesquelles les problèmes qui se posent peuvent différer considérablement de ceux qui se présentent dans les organismes non gouvernementaux. Ce cas est est destiné à des étudiants du diplôme d'études supérieures en comptabilité publique; il exige un bagage de connaissances en vérification et en comptabilité que les étudiants de troisième année du premier cycle n'auront pas encore acquis. Nota: Une version française de ce cas ainsi que les notes pédagogiques en anglais sont également disponibles.
