Abstract
Parmi les defis auxquels sont confrontees les democraties constitutionnelles, celui de l'integration civique est l'un des plus pressants. Peu de societes occidentales peuvent en effet faire l'economie d'une reflexion sur les conditions du lien social et de la stabilite politique. Pour ne considerer qu'une poignee d'exemples, le Canada, les Etats-Unis, le Royaume-Uni, la France, l'Espagne et l'Australie se trouvent tous confrontes a la tâche de developper des modeles d'integration civique qui repondent a la double exigence de la cohesion sociale et du respect de la diversite culturelle. Cela s'explique non seulement par la diversification culturelle croissante des societes contemporaines decoulant de l'augmentation des flux migratoires, mais aussi par la constitution progressive d'une nouvelle norme de justice s'incarnant dans le respect (reconnaissance, accommodement) de la diversite culturelle. Cette norme, propre a la periode postcoloniale et fruit d'une serie de luttes pour la reconnaissance d'identites jusque-la marginalisees ou opprimees, s'est traduite politiquement par la delegitimation graduelle du paradigme de l'assimilation comme mode d'incorporation civique et rapport a l'alterite1. 57
