Rural Social Movements and the Prospects for Sustainable Rural Communities: Evidence from Bolivia

Abstract
ABSTRACT There has been a dramatic shift in the capacity of indigenous and peasant movements to challenge prevailing hyperliberal models of development and present alternatives that foster ethnocultural diversity and social justice. Following a review of Latin America's agrarian question and of alternative perspectives on sustainable development, this paper advances the concept of sustainable rural communities as an appropriate contemporary paradigm for addressing development issues. Evidence from Bolivia suggests that those rural social movements that avail themselves of changes to the political opportunity structure, including constitutional reform and decentralization, may be successful in developing genuine political capacity that could improve the prospects for sustainable rural communities. RÉSUMÉ Les mouvements indigoénes et paysans ont accru de faĉon spectaculaire leur capacityé de contester les modéles dominants hyperlibéraux en matiére de développement et de proposer de nouvelles solutions pour favoriser la diversité ethnoculturelle et la justice sociale. Aprés avoir passé en revue la question agraire et les nouvelles perspectives de développement durable en Amérique latine, l'article propose le concept de communautés rurales durables comme paradigme contemporain adéquat pour régler les questions de développement. Selon les données probantes du cas bolivien, les mouvements sociaux ruraux qui profitent des changements apportés à la structure d'opportunit—politique, y compris la réforme constitutionnelle et la décentralisation, pourront peut-être acquérir une véritable capacité politique leur permettant d'améliorer les perspectives pour les communautés rurales durables.
