Abstract
Résumé Les problèmes du ravitaillement s’imposent comme une évidence lorsque l’on évoque les difficultés matérielles sous l’Occupation. Pourtant, les questions liées au ravitaillement apparaissent le plus souvent strictement confinées au cadre de la vie quotidienne, bien qu’elles constituèrent un enjeu politique essentiel sous l’Occupation. Ainsi, alors que le système du ravitaillement pouvait au départ incarner la promesse d’une répartition plus égalitaire des ressources, l’échec de Vichy en la matière (insuffisance des rations, essor du marché noir) fragilisa considérablement le régime. Dès le début de l’année 1941, la crise du ravitaillement constitua l’un des facteurs déterminants du processus de détachement de l’opinion du régime. Conscient de l’enjeu essentiel qu’elle représentait, Vichy tenta pourtant de gagner la « bataille du ravitaillement » en mobilisant des moyens considérables et en adoptant une profonde réorganisation du système mis en place à l’automne 1940. Mais le retour au pouvoir de Pierre Laval et sa volonté de satisfaire des prélèvements allemands en forte augmentation à partir de l’été 1942 entraînèrent la faillite définitive du ravitaillement, qui apparut de plus en plus, aux yeux de l’opinion, comme un instrument au service de l’occupant.
